All for None, and None for All?
Europe between autocratic Challenges
and Disintegration
Whereas between 1990 and 2005, the
American NGO Freedom House noted a steady
increase in the number of states considered
free and democratic, 2015 has become the
10th year in a row in which values such as
freedom, transparency, the rule of law and
human rights have waned around the world.
This same phenomenon can also be observed
in the EU Member States, which is greatly
undermining the democratic values on which
the European Community is based. A crisis of
solidarity has also emerged. EU Member
States no longer arrive at joint decisions,
resulting in the structural incapacitation of
Europe. Nationalism and national egoism, a
general shift to the right and referendums and
discussions about Brexit and Grexit are
immediate and serious threats to the construct
and cohesion of the European Union. What has
become of the aspirations and reality of
Europe’s shared values? What is the true
meaning of democracy in Europe today?
Under what conditions could the EU deal with
the crisis and reform?
Host: Dr Leonard Novy, Intitute for Media
and Communication, Cologne
11:30 – 12:30 LUNCH
12:30 – 14:00 SESSION II:
In the Face of Crises: The EU’s Foreign
Policy
Since the fall of the Iron Curtain between East
and West, the threat of war in Europe has
never been greater than it is today. Insecurity
and instability in the Middle East has become a
question of security and stability in Europe. In
addition, the armed conflict between Ukraine
and Russia, a Russia becoming increasingly
autocratic, the difficult negotiations with
Turkey, the protection of the EU’s external
borders, the relationship with the USA in light
of the forthcoming elections and its own
interests in Europe all need to be addressed.
Yet Europe, with its 28 Member States,
continues to reject strong and united action,
instead becoming further weakened by the
wide range of interests and political leanings
of its Member States. Can a common EU
foreign policy still emerge and succeed? Host: Ali Aslan, TV moderator and journalist,
Berlin
14:00 – 14:45 SPECIAL TALK

Diekmann
Chatham House Rule applies
14:45 – 15:15 COFFEE BREAK
15:15 – 16:30 SESSION III:
'...the first Casualty is Truth'. Europe’s
Media and the Information Crisis
In an increasingly disoriented time, orientation
via the media is more important than ever.
Yet, is the media still fulfilling this task? What is
their role in the heated atmosphere of terrorist
threats, masses of refugees, surveillance
mania, loss of political control and an
increasingly destabilised Europe? What effects
do propaganda, hate speech and terror have
on mass and social media? On the other hand,
what dangers do mounting limits on the press
in Europe – through restrictions, intimidation,
arrests – present and how can they be
countered?
Host: Constantin Schreiber, TV journalist,
n-tv, Cologne/Berlin
